The 2025 NASBP and SFAA Legislative Fly-in was held on February 26 and 27 in Washington, DC February 26 was dedicated to the “Washington Program,” which kicked off with opening remarks from NASBP President Zach Mendelson and a Q and A discussion with former Congressman and U.S. Transportation Secretary Ray LaHood moderated by SFAA’s Ryan Work. LaHood shared his observations on politics, the nation’s economy, and U.S. infrastructure.

Following Secretary LaHood’s presentation, there was a panel discussion with Jack Ruddy, the Majority Staff Director of the U.S. House of Representatives Transportation & Infrastructure Committee.
At the end of the “Washington Program” NASBP and SFAA members grouped together by states to discuss talking points for the next day’s Capitol Hill Visits. See some of the state contingents below including, Connecticut, Missouri, North Carolina, New York, Ohio, and Washington.
February 27 was dedicated entirely to Capitol Hill visits where 136 Fly-in attendees, representing 33 states, visited 131 congressional offices. See overview of stats from the 2025 Legislative Fly-in.
Attendees were well armed prior to their visits with information, which included a one-pager on additional congressional support for H.R.1285/S.570 legislation to require performance and payment guarantees for loans/grants and P3s utilized through the Water Infrastructure Finance and Innovation Act.
